Occupational Safety, Health (OSH) Code 2020 and the Central and State Rules –Key Issues, Implications and Challenges to Employers and Employees

Kerala State Productivity Council with six decades of training and consulting experience in promoting Productivity is organizing one-day training programme on “OSH Code 2020 and the draft Rules – Key Issues, Implications and Challenges to Employers and Employees” at Productivity House, Kalamassery.



The plethora of Acts and Rules related to Labour was a concern for the Employers, Employees, Trade unions and the Enforcing agencies.

The main reasons stated were the duplication of laws, their complexity, overlapping jurisdiction and the associated paper work. Another issue to be addressed was the need to change the role of government from an enforcer to a facilitator.

The Occupational Safety, Health and Working Conditions Code, 2020 passed by the Parliament received the assent of the President and was notified on 29th September 2020. The OSH Code-2020 is enacted with an aim to reduce the number of laws and reduce their complexity.

The Code is a consolidation of 13 existing Central Acts like Factories Act, Mines Act, Building and Other Construction Workers Act, Dock Safety Act etc.

Subsequently, Occupational Safety, Health and Working Conditions Central Rules, 2020 (Draft) was published on 19th November 2020 and the Kerala Occupational Safety, Health and Working Conditions Rules, 2021 (Draft) was published on 15 December 2021 in exercise of the powers conferred under relevant sections of the OSH Code.


The participants attending this programme will get a clear understanding of the Key changes from the previous enactments and Related Issues, Implications and Challenges to Employers and Employees and Government Agencies.


The sessions will be handled by Sri. Ummer B., Senior Joint Director of Factories and Boilers (Rtd.), Government of Kerala.


Management staff, Trade union members, Safety officers and Safety committee members, Welfare officers, HR professionals from Factories, Construction companies, Docks etc.


11th August, 2022 from 9.30 AM to 4.30 PM at Productivity House, Kalamassery.


Ø    Rs.2000/- per participant for KSPC Members

Ø    Rs.2200/- per participant for non Members of KSPC

Ø    GST @ 18% will be extra.

Ø    Special Discount of 10% will be given, if 2 or more participants are nominated from the same organization.


Ø    Well prepared reading material, folder, writing pad, pen etc. will be supplied to the participants.
